Are you using Windows XP or Windows Vista? If you have Windows XP, it probably is a dirty disc that needs cleaning, or Windows installer may need updating if you have not run Windows update in a long time or are not running Windows XP SP2.

If it is Windows Vista, try running setup as administrator.
could be caused by scratches on the disc? if not, try running it as administrator by right clicking on the setup file and selecting "run as administrator"
