Received a winner notification saying that Microsoft had
had a lottery drawing and that I would receive some outrageous amount. it smells of the usual Nigerian or
South African scam.

No, never fill out those types of "contests" unless you are positive that they are true... See they take your info that you submit and sell them to telemarketing/spammers
